Is there a way I can add some text where it requests the card details, explaining why we need the card details?

You can add a Note for the Parents to see inside their Parent Portal:

1. Gear icon > Settings >  Parent Portal
2. Click the News & Announcements tab
3. Enter the information you wish for the parents to read > Save Changes
4. Parents will login, read the message, then click OK
