Understand why the Post Later option is unavailable in Post Tuition Fees even when all User Permissions are enabled.

In the Post Tuition Fees function, the Post Later option is not available when using the Billing Setting Post tuition to classes with this Billing Cycle = By Session Dates. 

You are only able to schedule fees to Post Later with Billing Cycles that are monthly or weekly since they are recurring intervals, whereas session dates can vary from session to session.
